Ann Arbor, MI (October 28, 2024) – On Monday, October 28, 2024, the Great Lakes Maritime Task Force (GLMTF) recognized Michigan Congresswoman Debbie Dingell for her efforts advocating for the Great Lakes Navigation System and the American workers that insure a resilient maritime supply chain which drives the nation’s economic base.

“The Great Lakes are not only an important natural resource but a way of life that supports communities across our region and country, creating more than 1.5 million jobs, supplying 90 percent of our nation’s fresh surface water, and generating $62 billion in wages every year. They are critical to numerous industries, supply chains, and our economy, and support countless families’ livelihoods. As a co-chair of the Congressional Great Lakes Task Force, I’m honored to be recognized by the Great Lakes Maritime Task Force and will continue to fight in Congress to protect these waters and all who depend on them,” stated Representative Dingell.

“It is an honor and privilege to present this award to Representative Dingell.  She strengthened navigational infrastructure by supporting funding to finish the critical new large navigational lock in Sault Ste Marie, Michigan and pressing for the acquisition of a desperately needed U.S. Coast Guard heavy icebreaker for the Great Lakes,” stated Jim Weakley President of the Lake Carriers’ Association and Vice President of GLMTF.

In addition, Representative Dingell understands the need to attract and retain a skilled workforce like those needed at the Soo Locks.  As the only waterway connection between Lake Superior and the other Great Lakes and the Saint Lawrence Seaway, the Soo Locks are the linchpin of the Great Lakes Navigation System. In 2022, the Department of Defense reduced the wage rate for 77 skilled laborer positions at the Soo Locks Complex by 19 percent. Two-thirds of the workers occupying those positions are veterans. She has been a catalyst for a solution proposing that the Department of Defense approve the U.S. Army Corps of Engineers May 2022 request for a special salary rate (SSR) to restore the wage scale lost in 2022 for these 77 positions.

The ceremony was hosted on the University of Michigan campus in Ann Arbor and highlighted the “Aaron Friedman Marine Hydrodynamics Lab” which has one of the only four towing tanks nationwide.

WASHINGTON D.C.  (April 10, 2024) – On Wednesday, April 10, 2024, the Great Lakes Maritime Task Force (GLMTF) recognized the significant contributions Michigan Senator Debbie Stabenow has made throughout her Congressional career protecting the Great Navigation System and supporting American jobs with investment in U.S.-flagged Great Lakes shipping.

Senator Stabenow, who co-chairs the bipartisan Senate Great Lakes Task Force, has been the driving force behind the protection of our largest freshwater resource and the maritime highway that supports U.S. jobs through the Great Lakes Restoration Initiative (GLRI) which was first authored in 2010 and has since received $3.8 billion in funding.

The GLRI has been a major success with funds provided for over 6,800 projects throughout the region protecting the Great Lakes and its waterways against its greatest threats, and addressing problems that impact public health and safety.  “Our U.S. sailors, port, shipyard, and manufacturing employees depend on the Great Lakes and its connecting waterways for the raw material supply chain to support good paying jobs and their families live here too.  Senator Stabenow’s work for over a decade has proved to be a game changer ensuring our fresh waters are restored and protected for generations to come,” stated Jim Weakley, Vice President of the Great Lakes Maritime Task Force and President of the Lake Carriers Association.

Senator Stabenow has been a critical champion for arguably the most important North American infrastructure project in several years with the construction of a large new U.S. Army Corps of Engineers navigational lock in Sault Ste Marie, Michigan.  Nearly all domestically produced high strength steel is made with iron ore that transits the current large lock, the Poe, built in 1969.  A study conducted by the Department of Homeland Security concluded that a six-month unscheduled outage of the Poe Lock would result in 11 million jobs lost and a $1.1 trillion economic impact.  Recognizing the vital national economic importance and the reality that it is an aging single point of failure for North American manufacturing, Senator Stabenow tirelessly advocated for funding authorization and continued efficient funding of the estimated $3.2 billion mega project securing large annual appropriations to keep the project on track.

The Great Lakes Maritime Task Force is grateful for Senator Stabenow’s service to our county, the Great Lakes Region, and the State of Michigan.  Senator Stabenow is truly a champion for the Great Lakes watershed and the healthy marine transportation system it supports.

DULUTH, MINNESOTA (August 18, 2023) – On Friday, August 18, 2023, the Great Lakes Maritime Task Force (GLMTF) recognized Congressman Pete Stauber for his staunch support of the Great Lakes Navigation System at the Clure Public Marine Terminal in Duluth, Minnesota.

Congressman Stauber continues to champion the miners that work on the northern tier of the Great Lakes supplying the critical raw materials that drive the national economy and make the Great Lakes region America’s industrial powerhouse.  The millions of tons of iron ore extracted from Minnesota’s Mesabi Range is transported by U.S.-owned, U.S-crewed, and U.S.-flagged vessels to steel mills in the southern Great Lakes contributing to more than 147,000 American jobs and $36 billion in economic impact.

Congressman Stauber believes in American workers and fully supports the Merchant Marine Act of 1920, more commonly known as the “Jones Act.”  The critical law ensures U.S. cargo is carried by U.S. vessels between U.S. ports keeping our maritime industry strong with 650,000 sustained American jobs.  “Congressman Stauber is invested in America and its dedicated workforce.  I applaud his selection for his tenacious support of the 4^th Sea Coast,” stated John D. Baker, International Longshoremen’s Association and President of GLMTF.

The Great Lakes are cold in the winter and when ice forms it can impede commercial vessels, endanger sailors and their ships, and bring North American manufacturing to a halt without adequate federal icebreaking.  Congressman Stauber continues to support icebreaking resources for the U.S. Coast Guard (USCG) on the Great Lakes endorsing authorization and appropriations for a new heavy Great Lakes icebreaker for the agency.  “Congressman Stauber understands that raw materials from Minnesota must be efficiently and safely moved to manufacturing facilities on the southern Great Lakes, no matter the harsh environmental conditions posed in winter.  The USCG Great Lakes heavy icebreaker is critical but acquiring the asset hasn’t been an empty net goal requiring some hard third period work which Congressman Stauber continues to do,” stated Jim Weakley, Lake Carriers’ Association and Vice President of GLMTF.

One of the most important efforts for the entire Great Lakes Navigation System has been the construction of the new large navigational lock in Sault Ste. Marie, Michigan.  Congressman Stauber has been instrumental in educating fellow members of Congress on the importance of the lock to the Great Lakes region and the nation as a whole.  With only one 62-year-old large operational lock, the new lock provides much needed resiliency which would avert a catastrophic economic disaster should the current lock fail.

“As someone who has spent their entire life living around Lake Superior, I understand the powerful impact these incredible bodies of water bring to our local and national economies. Ensuring safe and reliable shipping through the Great Lakes is one of my top priorities serving in Congress, from advocating for the creation of a new lock at the Soo Locks in Michigan to supporting our hard-working union workforce in the shipping industry to ensuring our Coast Guard is well-equipped with icebreakers for winter. I am honored to be named the Legislator of the Year by the Great Lakes Maritime Task Force and will always advocate for our Great Lakes,” stated Congressman Stauber.

CLEVELAND, OHIO (December 23, 2022) – Thanks to the efforts of the Great Lakes Congressional Delegation, major milestones were reached with the passage of the James M. Inhofe National Defense Authorization Act (NDAA) for Fiscal Year 2023.

The bipartisan, bicameral legislation authorized $350 million for the U.S. Coast Guard (USCG) acquisition of a new heavy Great Lakes icebreaker and proposes a Great Lakes-icebreaking performance standard instead of the USCG’s current tiered waterway standard that is limited to only reporting on four small connecting Great Lakes waterways and not the open lakes themselves.  In addition, the Government Accountability Office will be tasked with studying the effectiveness of the USCG’s icebreaking mission on the Great Lakes and resources needed to improve the facilitation of the winter maritime supply chain. Over the past ten years, the lack of adequate icebreaking on the Great Lakes has caused the loss of over 10,000 jobs and $2 billion to the economy.  In addition, ice jam flooding in the Great Lakes region has become extreme due to more frequent polar vortexes.

“This is a big win for the 4^th Sea Coast.  Finally, there is recognition that the USCG is not adequately resourced to facilitate critical winter navigation on the Great Lakes.  The North American economy and our national security are dependent on the raw materials, like iron ore, that need to move effectively to maintain the nations steel production,” stated Jim Weakley, President of the Great Lakes Maritime Task Force.

Another key piece in the legislation was the reauthorization of the new large navigational lock in Sault Ste. Marie, Michigan.  Due to inflation and other economic factors, the construction cost of the new lock nearly tripled requiring Congress to add language increasing the authorized amount.  The importance of the new lock project cannot be overstated with eighty million tons of cargo, valued at $6 billion and supporting 123,000 jobs passing through the vital piece of infrastructure each year.  It is clear that everyone in government recognizes the importance of the new lock and the economic benefits associated with its construction.

We applaud all the efforts the Great Lakes Congressional Delegation put forth to get these key provisions included in the NDAA.

GREEN BAY, WISCONSIN (July 25, 2022) – On Friday, July 22, 2022, the Great Lakes Maritime Task Force (GLMTF) recognized the unwavering commitment of Wisconsin Congressman Mike Gallagher to protect and advance the Great Lakes maritime supply chain at the U.S. Venture, Inc. facility in Green Bay, Wisconsin.

Congressman Gallagher has spearheaded legislation that invests in shipbuilding on the Great Lakes, improves the maritime supply chain during the winter, and ensures the Great Lakes Navigation System remains viable for years to come.

Congressman Gallagher introduced the Supplying Help to Infrastructure in Ports, Yards, and America’s Repair Dock (SHIPYARD) Act of 2021 that would provide $25 billion to make investments needed to optimize, improve, and rebuild shipyard facilities, electrical infrastructure, environmental systems, and the equipment of public and private shipyards in the U.S. that support the U.S. Navy fleet. “At a time when China is commissioning three ships in a single day, we desperately need to strengthen the American shipbuilding industrial base to expand, support, and service the fleet,” said Rep. Gallagher. “The bipartisan, bicameral SHIPYARD Act makes critical investments to better ensure shipyards across the country, such as Marinette Marine, can build the Navy the nation needs.”

He also introduced the Great Lakes Winter Commerce Act, a bill that would clearly define the U.S. Coast Guard’s (USCG) responsibility for icebreaking on the Great Lakes. Currently, the USCG conducts Great Lakes icebreaking based on an 85-year-old Executive Order that fails to clearly define the USCG’s mission. This bill would update that mission to help ensure it meets the modern demands of commerce in the Great Lakes region. “In cold winter months, icebreaking helps keep our Great Lakes economy moving. But a lack of sufficient icebreaking in recent years has shown that Congress needs to modernize the Coast Guard’s icebreaking mission on the Great Lakes,” said Rep Gallagher. “The Great Lakes Winter Commerce Act is a bipartisan, bicameral bill codifying an icebreaking performance standard to meet the reasonable demands of commerce. This will help ensure that small businesses in Northeast Wisconsin can continue shipping goods from point A to point B — no matter the month or the weather.”

Congressman Gallagher was a staunch supporter of the Water Resources Development Act (WRDA) 2020.  He ensured a 13% set-aside in the Harbor Maintenance Trust Fund for the Great Lakes Navigation System. Previous legislation included funding for small harbors like the Port of Green Bay but failed to sufficiently increase the funding to adequate levels. This bill increased the amount allotted to harbors on the Great Lakes Navigation System from 10% to 13% with actual funding levels this year approaching 15%.

“Congressman Gallagher has helped to solidify thousands of good paying jobs for the hard-working people of Wisconsin.  U.S. shipyards are critical to our national defense and Mike Gallagher continues to make that a priority,” stated Craig Perciavalle, Vice President and General Manager of Bay Shipbuilding.

“At a time when the American supply chain is struggling, Congressman Gallagher championed critical legislation to rebuild Great Lakes ports and waterways.  The Port of Green Bay is grateful for the passage of WRDA 2020 and the effort Congressman Gallagher put in to ensure an equitable portion of funding for the Great Lakes Navigation System,” stated Dean Haen, Director of the Brown County Port and Resource Recovery Department.  He continued, “The Great Lakes Maritime Task Force’s Legislature of the Year Award is a fitting tribute to Rep. Gallagher and acknowledges all that he has done for our region and our industry.”
